Die Fortbildung für Lehrkräfte kann in diesem Jahr deutlich ausgeweitet werden, nachdem das Finanzministerium jetzt die Mittel zur Verfügung gestellt hat. Damit stehen 2012 knapp 10 Millionen Euro zur Verfügung, während die Summe im Jahr zuvor auf rund 8,5 Millionen gekürzt worden war. „Ich freue mich, dass wir damit wieder im notwendigen Umfang Fortbildungen anbieten können“, erklärte Kultusministerin Gabriele Warminski-Leitheußer. Schließlich sei die Fortbildung ein Schlüssel zur Weiterentwicklung der pädagogischen, fachlichen und didaktischen Qualität der Arbeit in den Schulen. Die Ministerin bedankte sich deshalb bei den beiden Regierungsfraktionen Grüne und SPD, deren Initiative die Erhöhung der Mittel zu verdanken ist.
Das Kultusministerium kann durch diese Bereitstellung zusätzlicher Mittel eine seit Jahren anhaltende negative Entwicklung bei den Mitteln der Lehrkräftefortbildung umdrehen. Während 2007 noch über 11 Millionen Euro zur Verfügung standen, waren es im Jahr 2011 nur noch rund 8,5 Millionen. Jetzt können für Fortbildungsangebote 2012 annähernd 10 Millionen Euro bereitgestellt werden.
Durch die zusätzlichen Mittel ist es möglich, die Angebote zur Qualifizierung der Lehrerinnen und Lehrer deutlich auszubauen. Dies gelte vor allem für Themenfelder, die die Veränderungen des Schulsystems mit Beratungs- und Fortbildungsangeboten begleiten, sagte die Ministerin: „Besonders gefordert sind wir bei der Entwicklung von Angeboten, um die Einführung der Gemeinschaftsschule zu unterstützen und darüber hinaus die individuelle Förderung und die inklusive Beschulung auszubauen.“ Das Ministerium hat entsprechend vor kurzem ein neues Fortbildungskonzept für die Gemeinschaftsschule vorgelegt. Damit können sich sowohl Lehrkräfte der 40 Starterschulen als auch der Gemeinschaftsschulen der folgenden Jahrgänge gut auf die neue Schulart vorbereiten.
Die Angebote zur Fortbildung umfassen aber darüber hinaus alle Bereiche des Schulsystems. „Der Innovationsdruck der Wirtschaft in der beruflichen Bildung und der wissenschaftlich-technische Wandel bei allgemein bildenden Schulen machen eine ständige Anpassung der Qualifikation der Lehrkräfte erforderlich“, erklärt die Ministerin. Für die Kultusministerin sind die Weichen durch die jetzige Entwicklung richtig gestellt: „Auf dem Weg zu einer anderen Kultur des Lernens müssen wir unsere Lehrkräfte verstärkt qualifizierend begleiten. Ich bin froh, dass die Regierungsfraktionen sich dieser Sichtweise angeschlossen haben“
Träger der Lehrkräftefortbildung in Baden-Württemberg sind
• die Landesakademie für Fortbildung und Personalentwicklung an Schulen mit den drei Standorten Bad Wildbad, Esslingen und Schwäbisch Hall-Comburg
• die vier Regierungspräsidien
• und die 21 Staatlichen Schulämter.
Diese Träger der amtlichen Fortbildung bieten Veranstaltungen für ca. 110.000 Lehrerinnen und Lehrer an öffentlichen Schulen sowie auch für ca. 10.000 an Schulen in freier Trägerschaft an.
• In ca. 1.500 Veranstaltungen qualifizierte die Landesakademie im Schuljahr 2010/11 etwa 28.000 Lehrerinnen und Lehrer an rund 75.000 Fortbildungstagen.
• Des Weiteren nahmen an regionalen Fortbildungsmaßnahmen der Regierungspräsidien und der Staatlichen Schulämter durchschnittlich noch einmal rund
30.000 Lehrkräfte teil. Dies entspricht einem Umfang von 10.000 Veranstaltungen.
• Schließlich kooperiert das Kultusministerium mit externen Partnern. Dies sind etwa Unternehmen und Verbände der Wirtschaft sowie die Kirchen. Besonders
im Bereich der Weiterbildung gibt es Kooperationsprojekte mit den wissenschaftlichen Hochschulen im Land. Sie sorgen vor allem in den MINT-Fächern dafür, dass Lehrkräfte ihre Qualifikation immer auf dem aktuellen Stand von Forschung und Wissenschaft halten können.
