„Dies ist das erste Mannheimer Weißbuch und es ist neuartig.“ So beginnt das Vorwort von Oberbürgermeister Dr. Peter Kurz im Weißbuch zur Konversion. Was ist neu an diesem Buch und was bedeutet dieses Weißbuch für die Stadt? „Das Weißbuch eröffnet einen anderen Blick auf die große Herausforderung und Chance der Konversion und es zeigt darüber hinaus allgemein auf, wie es funktionieren kann, im echten Dialog mit der Bürgerschaft langfristige Strategien und Maßstäbe zu entwickeln – Stadtentwicklung als Kultur der Teilhabe“ bringt es Dr. Kurz auf den Punkt.
„In einem außergewöhnlichen, breit angelegten und extrem offenen Beteiligungsprozess wurden gemeinsam mit der Bürgerschaft sowie zahlreichen Expertinnen und Experten, innerhalb von kurzer Zeit bemerkenswerte Ergebnisse erzielt. Mit herkömmlichen Planungsverfahren alleine hätten wir das nicht geschafft. Aber mit der Kombination von klassischer Planung und Bürgerbeteiligung ist es uns ins sehr kurzer Zeit gelungen, für dieses komplexe Projekt eine klare Positionierung zu erarbeiten, die nicht nur uns und potenziellen Investoren Planungssicherheit gibt, sondern die es uns ermöglicht, mit dem Konversionsprozess die Qualitäten unserer Stadt zu stärken und auszubauen. Entstanden ist eine stadtgestalterische Vision, die wir so noch nicht hatten. Dafür danke ich allen Beteiligten ganz herzlich, nicht zuletzt denen, die das Weißbuch zum Abschluss gebracht haben,“ so Kurz weiter.
Das Weißbuch liefert auf 180 Seiten eine Fülle von Hintergrundinformationen und Materialien, die aufzeigen, wie die Ideen der Mannheimerinnen und Mannheimer in einem intensiven, neunmonatigen Dialogverfahren zusammen mit Bürgerschaft, Verwaltung, Stadtplanung, Wirtschaft, Vereinen und Expertinnen und Experten zu zentralen Eckpunkten und Leitgedanken verdichtet wurden. Es dokumentiert die bisherige Entwicklung und gibt einen Ausblick auf die weiteren Schritte.
„Mit dem Weißbuch haben wir einen neuen Blick auf die planerische Weiterentwicklung der Stadt gewonnen“, betont Lothar Quast, Bürgermeister für Planung, Bauen, Umweltschutz und Stadtentwicklung. „ Und mit diesem erneuerten Blick auf die Stadt kommt den Konversionsflächen eine immense Bedeutung zu: Sie bieten die Gelegenheit, seit Langem verfolgte städtebauliche, soziale, ökologische und wirtschaftliche Ziele umzusetzen sowie neue Anforderungen und Möglichkeiten zu verorten oder zu vernetzen. Die qualitative „Gemengelage“ auf jeder Fläche wird mit dem Weißbuch neu gemischt. Die darin liegenden Chancen müssen wir wahrnehmen und über unsere fachplanerischen Expertisen tragbare Lösungswege aufzeigen. Die gedanklichen Freiräume aus der Bürgerbeteiligung mit ihren Impulsen für gemeinschaftliches Leben, Wohnen und Arbeiten helfen uns dabei sehr“, erläutert Quast weiter.
Dr. Konrad Hummel, OB-Beauftragter für die Konversion, betrachtet den Weißbuch-Prozess „als eine sehr wichtige Etappe in einem langen und komplexen Verfahren, das die Bürgerinnen und Bürger als echte Akteure sowie als potenzielle Investorinnen und Investoren mitgestaltet haben.“ „In neun Monaten ist es gelungen, Schritt für Schritt konkret und differenziert für alle Flächen neue Qualitäten zu entwickeln. Das Weißbuch macht deutlich, dass es die Fülle von Ideen Vieler braucht, und dass aus der Summe all dieser Ideen echte Qualität entsteht.“, so Hummel weiter.
Am 14. Februar werden die zentralen Eckpunkte dem Mannheimer Gemeinderat zur Entscheidung vorgelegt werden. Geplant ist ferner die Gründung einer kommunalen Entwicklungsgesellschaft. Und wie schon im Weißbuchprozess werden Verwaltung, Bürgerschaft und Expertinnen und Experten auch weiterhin im Rahmen von Workshops oder bei einer Zukunftskonferenz zusammen arbeiten, sodass spätestens Ende dieses Jahres der Gemeinderat die nächsten konkreten Beschlüsse fassen kann, zum Beispiel für die Umsetzung einer BUGA-Studie oder zur Umsetzung von Planungsrecht auf den Geländen.
Dr. Kurz ist sicher: „Das Tempo in diesem Prozess bleibt extrem hoch und die Schlagzahl wird sich noch erhöhen, wenn es zu den Einzelplanungen kommen wird. Aber mit dem Weißbuch haben wir einen Leitfaden, mit dem wir die weitere Konkretisierung angehen können.“
