2011 hat das Innenministerium Baden-Württemberg die Bestimmungen für Trauorte gelockert: Jetzt sind auch Eheschließungen im Freien möglich. Das Standesamt Mannheim bietet daher ab Mai Hochzeiten und Verpartnerungen in der Klangoase des Luisenparks an.
„Die Neuregelung ist kein Freischein für beliebige Trauorte nach ‚Las Vegas-Art‘“, betont Maria Huber, die Leiterin des Mannheimer Standesamts. Auch weiterhin müssten die Vorgaben des Personenstandsrechts beachtet werden. „Dazu gehört, dass Trauungen ‚in einer der Bedeutung der Ehe entsprechenden würdigen Form vorgenommen werden‘ müssen“, so Huber.
Es gelten also auch bei Eheschließungen unter freiem Himmel bestimmte Kriterien: Der Trauort muss innerhalb des Standesamtsbezirks liegen. Gehören der Raum oder das Grundstück nicht der Stadt Mannheim, muss die Nutzung durch das Standesamt rechtssicher gestattet sein. Außerdem darf die Amtshandlung nicht durch mögliche Störungen gefährdet werden. „Das schließt zum Beispiel eine Heirat auf einem Feuerlöschboot oder einem Polizeiboot aus, das jederzeit zum Einsatz gerufen werden kann“, erläutert Huber.
Während der Eheschließung müssen die Standesbeamten das Hausrecht haben. „Damit ist eine Eheschließung im eigenen Garten – auch wenn er noch so schön ist – leider nicht möglich“, bedauert Huber. Außerdem muss es grundsätzlich allen Paaren möglich sein, am Eheschließungsort zu heiraten. Das gebietet der Gleichheitsgrundsatz. Darüber hinaus muss am Trauort die Öffentlichkeit ausgeschlossen werden, und die standesamtlichen Unterlagen dürfen nicht beschädigt werden. Für Trauungen im Freien muss bei schlechter Witterung ein geeignetes Trauzimmer in der Nähe verfügbar sein.

Der Luisenpark verlangt für die Vorbereitung und die Nutzung der Klangoase 1.000 Euro, die direkt an die Stadtpark Mannheim Wirtschaftsbetriebs-GmbH zu bezahlen sind. In diesem Betrag ist der Parkeintritt für bis zu 50 Personen bereits enthalten. Auf diese Zahl ist die Hochzeitsgesellschaft begrenzt, weil im „Ausweichquartier“ Teehaus für mehr Personen kein Platz ist.
Eheschließungen und Lebenspartnerschaften in der Klangoase sind 2012 zu folgenden Terminen möglich:
25. Mai, 15. Juni, 20. Juli, 17. August und 14. September, jeweils um 10:00, 11:00, 12:00 und 13:00 Uhr.
Auch Paare, die nicht in Mannheim wohnen, können im Luisenpark heiraten oder ihre Lebenspartnerschaft begründen. Die Trauung kann frühestens sechs Monate vor dem Termin beim Standesamt des Wohnorts angemeldet werden. Terminreservierungen vor der Anmeldung sind nicht möglich.
