„Eine Punktlandung“, so Oberbürgermeister Dr. Peter Kurz, habe die Stadt Mannheim beim Konjunkturpaket II hingelegt: „Wir haben alle 69 genehmigten Projekte rechtzeitig zum Jahresende 2011 abgeschlossen und so die von Bund und Land angebotenen Gelder optimal genutzt.“ Nur drei Tausendstelprozent der Fördermittel – also exakt 4.647 von 17,7 Millionen Euro – wurden nicht abgerufen.
„Wir haben das Konjunkturpaket in Mannheim vor allem dafür eingesetzt, die Bereiche Bildung und Jugend in unserer Stadt zu stärken“, berichtete Kurz. „Allein 30 Mannheimer Schulen, sieben Kinder- und Jugendhäuser und vier Sportanlagen haben wir aus diesen Mitteln saniert. Diese einmalige Chance konnten wir nur nutzen, weil wir einige Projekte schon detailliert geplant hatten und weil die zuständigen Mitarbeiter mit hohem persönlichem Einsatz dafür gesorgt haben, dass die Arbeiten pünktlich zum Jahreswechsel fertiggestellt wurden“, so der Oberbürgermeister weiter.
„Mannheim hat als eine der ersten Städte seine Maßnahmen im Konjunkturpaket genehmigt bekommen“, beschrieb Erster Bürgermeister und Immobiliendezernent Christian Specht eine der Voraussetzungen für die erfolgreiche Umsetzung der Maßnahmen. „Dazu haben wir sofort nach dem Beschluss der Bundesregierung eine Task Force gegründet, die die Maßnahmen koordiniert hat.“ Bereits im Juni 2009 lag die Genehmigung des Regierungspräsidiums Karlsruhe vor, im September war mit dem Gründerinnenzentrum gig7 das erste Projekt abgeschlossen. Pünktlich im Oktober 2011 waren mit dem Moll-Gymnasium und der Wallstadtschule die beiden letzten Maßnahmen beendet. „Durch die schnelle Umsetzung des Konjunkturprogramms haben wir der regionale Wirtschaft in der Finanz- und Wirtschaftskrise einen wichtigen Stabilitätsimpuls gegeben“, betonte Specht.
„Von den 23,6 Millionen Euro stammen drei Viertel – also 17,7 Millionen Euro – von Bund und Land, den Eigenanteil von 5,9 Millionen Euro haben wir aus eigenen Haushaltsmitteln finanziert“, erläuterte Kämmerer Specht. „Insgesamt haben wir 83 Prozent – oder 19,7 Millionen Euro – in Bildungs- und Jugendprojekte investiert. Die restlichen 17 Prozent – oder 3,9 Millionen Euro – sind in die Verbesserung der städtischen Infrastruktur geflossen.“ Dazu gehören Bürger- und Kulturhäuser ebenso wie Wohnungslosenunterkünfte, städtische Betriebshöfe oder Bürgerdienste.
„Bei allen Arbeiten haben wir besonders darauf geachtet, den Betrieb möglichst wenig zu stören“, betonte Specht. Daher wurde vor allem in den Ferien beziehungsweise außerhalb der Arbeitszeiten gebaut. „Aber auch die Mitarbeiter haben uns sehr flexibel unterstützt“, lobte Specht: „Zum Beispiel hat ein Kindergarten seinen Betriebsausflug extra so gelegt, dass an diesem Tag die besonders lauten Abbrucharbeiten durchgeführt werden konnten.“
Das bestätigte auch der Schulleiter des Feudenheim Gymnasiums, Dr. Rainer Halfar: „Obwohl in unserer Schule sehr viel gebaut wurde, konnten wir den Unterricht ohne große Störungen halten.“ Im Feudenheim Gymnasium und der Haupt- und Realschule wurden für 1,9 Millionen Euro sieben Fachräume für den Biologie-, Physik- und Chemieunterricht neu gestaltet. Gleichzeitig wurden statische Probleme an den Decken behoben, die Lüftungsanlage und der Brandschutz auf den aktuellen Stand der Technik gebracht. Zusammen mit einer energiesparenden Beleuchtung, neuen Decken und Bodenbelägen sowie einem Innenanstrich ist die Schule der zweitgrößte Nutznießer des Konjunkturpakets in Mannheim. „Die modernen Fachräume bieten uns ganz neue Möglichkeiten, den Unterricht interaktiv und spannend zu gestalten“, berichtete Halfar.
